Donor Advised Fund Program: Donors Capital Fund supports a class of public charities firmly committed to liberty. These charities all help strengthen American civil society by promoting private initiatives rather than government programs as the solution to the most pressing issues of the day in the areas of social welfare, health, the environment, economics, governance, foreign relations, and arts and culture. Supported charities will also encourage private philanthropy and individual giving as opposed to governmental solutions to society's problems.
Fiscal Sponsorships: Donors Capital Fund assists new organizations seeking public charity status whose missions are compatible with DCF's mission After due diligence of an organization is performed, the board decides whether to adopt the program as a DCF program. If adopted, DCF takes oversight of the program as its own, generally contracting with the new organization to perform the program's day-to-day activities. Once the new organization receives its positive determination letter from the IRS finding it is a publicly supported charity, the organization becomes a free-standing entity independent from DCF.
FNGO Supporting Services: At the suggestion of donors to DCF or upon being approached by a foreign non-governmental organization directly, DCF will evaluate if the FNGO's mission is compatible with that of DCF's. If so, DCF may seek to obtain an equivalency determination from a qualified party finding that if the FNGO had been organized in the United States and had applied to the IRS for public charity status, in the opinion of the qualified party the FNGO would have received a positive determination letter from the IRS finding the FNGO would have qualified as a US publicly supported charity. If the qualified party issues a positive equivalency determination, DCF will accept contributions for the purpose of supporting the FNGO.
